SAFETY COMMITTEE MEETING September 17, 2008 Martin Building Conference Room Attendance: Karl Jackson, Barry Ingraham, Tim Crowley, Alan Punches, Bill Egeler, Larry LaPlante, Tom Richard, Betty Kent-Conant, Shawn Lahey, Colleen Harmon, Brian McDougal, Nikki McNally – recorder Absent: Dave Guerrette, Dennis Albert, Dan Boyd, Bob Collins, Dean Duplessis, Lori Googins, Sonny Michaud, Bob Rice, Greg Thompson We discussed the National Exercise Program that will be held Saturday, September 20th in the mailman trades building. The exercise will take place between the hours of 9 am – 3 pm. The exercise will consist of different departments throughout the county including police, fire, EMS, state police and hazmat. The situation will be a bomb on the bus with perpetrators with a suitcase and guns going into the building. There are people in need to observe the exercise and assess it afterwards. Barry, Betty and Larry agreed to be part of it. Our security personnel have been informed. This information is being shared locally to inform people that it is only an exercise, especially residential students and local residents such as across the street so they are aware of what’s going on. The campus community will be informed by e-mail, in the newsletter and on bulletin boards. EMS will take care of any cost that the college may have. We have volunteer 7 student victims and there are still 3 spaces available if anyone is interested. Peter Noddin from the MMA Risk Management Group will be here on Wednesday, September 24th @ 9:00 a.m. He will sit in with members of the safety committee and look at what the safety committee has completed over the previous academic year. His tour will bring some additional recommendations for the committee to review. Tom mentioned that we had a fire evacuation drill on September 3rd between 7:00 and 7:45 p.m. in Snow and Andrews Halls. Residential staff are trained in CPR/AED. Seacoast security and PIFD were notified of the drill and the student evacuation went well. An AED machine was ordered to be located in the Residential Life area. An AED machine is missing in the lobby due to the battery is not functional, a new battery pack has been ordered. Larry mentioned if it was possible to have a back up battery on hand but the batteries expire over time. Colleen suggested having a sign in the lobby to the whereabouts of the closest AED. Shawn will do so. Custodial staff attended an annual training session on advanced bloodborne pathogens. They are the designated individuals who perform clean-ups. Daryl Boucher did an outstanding job administering the training session. Most employees have gone thru annual safety training sessions. There are about 3 adjunct faculty members that still need to complete the training. All contracted workstudy students need the training as well. People that need audiograms will be tested by Linda Mastro in the Health Center. Alan Punches suggested that we are in need of a safetyworks audit. We are limited to how often it can be done but Barry will contact them to inquire. There are training programs offered through safety works. Most of the training is in Fairfield. There is a training schedule on the website. A 10 hour OSHA training session should be offered for the employees on campus. Safety plans on the agenda this year to be created or revised are a fire prevention plan. Karl explained that this is a component of the emergency action plan. A respiratory protection program is needed even though we only have 1 employee affected. The plan was created in 2005 and will require a review and possible updates. The current hazard communication program needs to be updated. The MSDS books should be addressed due to they are not current. Energy control procedures we reviewed last year but they need to be done monthly by area to reduce the time expended over a longer period of time. Last year, all procedures were reviewed in a month, which was a lot of time devoted in a short period of time. A plan to do procedures monthly by designated areas would make the task less burdensome. Brian mentioned that a centralized computerized location should be available along with a hard copy as back up for MSDS sheets. Further discussion followed. The integrated contingency plan and SPCC plan is still in progress and waiting to hear back from CES. Our portion of the plan is complete. Shawn mentioned that there was a fall incident this summer in front of the Martin building. A student tripped in a hole in the pavement and fell but wasn’t seriously injured. Maintenance fixed the problem following the incident. An incident report was filed. We discussed a new chair for the committee. A new chair has not been appointed as of this time.
