Surplus Property
- Each campus and the System Office will be responsible for the initial determination of materials and equipment under their respective control which may be declared surplus to the needs of the MCCS.
- Supplies and equipment may be determined to be surplus due to age, lack of usefulness and obsolescence.
- The disposal of materials and equipment will be coordinated by the purchasing section of the System Office in accordance with the following steps:
- An inventory with assigned values will be submitted to the System Office from the fixed asset module.
- The inventory list will be forwarded to each campus to determine if a use may be available at other campuses.
- If a use is not available within the MCCS, such materials and/or equipment may be disposed of through:
- State Surplus auction;
- Advertisement and sealed bid submission;
- Public auction through a contracted private auctioneer by written contract; or
- Public auction conducted exclusively by the local campus.
- Fair market value will be assigned by the local campus or the System Office from industry guides or local expert opinion.
Materials and equipment disposed of by means of a private auctioneer must be conducted through a competitive bid process for the procurement of the auctioneer’s services. Last changed: Mar 08 2007 at 2:09 PM
