Subject: Health and Safety Policy
Section: Business Operations (6400-6499)
Effective: 3/91

The NMCC Health and Safety Policy is a comprehensive policy, which strives to ensure the health and well being of the NMCC family and friends while on campus. The text of this policy follows.

This information also outlines the specific safety apparel required for particular labs and other potentially hazardous areas.

POLICY:

Northern Maine Community College (NMCC) will adhere to all pertinent health and safety rules and regulations of the State of Maine, of the Maine Community College System and of OSHA in its operational and instructional activities.

THE GOAL:

The personal health and safety of each employee and student of this campus is of primary importance. The prevention of occupationally induced injuries and illnesses is of such consequence that it will be given precedence over operating productivity and educational goals whenever necessary. To the greatest degree possible, management will provide all mechanical and physical facilities required for personal health and safety in keeping with the highest standards.

NMCC will maintain health and safety programming, incorporating the best practice of similar programs from organizations of our type. To be successful, such programming must embody the proper attitudes toward injury and illness prevention on the part of supervisors, faculty, employees and students. It also requires cooperation in all safety and health matters, not only between management and staff, but also between faculty and students and at all peer levels. Only through such a cooperative effort can a safety program that is in the best interest of all be established and preserved.

The goal is to develop a health and safety program that will reduce the number of injuries and illnesses to an absolute minimum, not merely in keeping with, but surpassing, the best experience of educational institutions and similar operations. The desired objective is zero accidents and injuries.

Our health and safety programming will include the following action items.

a. Providing mechanical and physical safeguards to the maximum extent possible.

b. Conducting a program of health and safety inspections to find and eliminate unsafe working conditions and/or practices, to control health hazards and to comply fully with the health and safety standards for every area.

c. Training all employees and students in good health and safety practices.

d. Providing or requiring necessary personal protective equipment and instructions for its use and care.

e. Developing and enforcing health and safety rules and requiring employees and students to cooperate with these rules as a condition of employment.

f. Investigating promptly and thoroughly every accident to find out what caused it and to correct the problem so that it will not happen again.

g. Setting up a system of recognition and awards for outstanding safety service or performance.

ADMINISTRATIVE RESPONSIBILITY

The president of NMCC delegates to each area administrator the primary responsibility to assure that all health and safety rules and regulations are followed in the area for which they are responsible. The buildings and grounds supervisor will cooperate with each area supervisor to monitor and to assure that all safety rules and regulations are followed. Violations will be brought to the attention of the president and the area administrator responsible for that area of responsibility. Serious safety violations and/or continued violation of safety regulations by an individual may result in termination of the employment of the individual at NMCC. Student safety violations shall be addressed in accordance with the student code of conduct.

SHARED RESPONSIBILITY:

NMCC management accepts the responsibility for leadership of safety and health programming for effectiveness and improvement, and for providing the safeguards required to ensure safe conditions.

Supervisors and faculty are responsible for developing the proper attitudes toward safety and health in themselves and in those they oversee, and for ensuring that all operations are performed with the utmost regard for the safety and health of all personnel involved, including themselves.

Employees and students are responsible for wholehearted and genuine cooperation with all aspects of the safety and health programming – including compliance with all rules and regulations and for continuously practicing safety while performing their duties or assigned tasks.
