Subject:     Return on Investment in Professional Development Activities

The administrators of Northern Maine Community College join with the trustees in encouraging our employees to engage in professional development activities that relate to their area of responsibility. As stated in bargaining agreements, reimbursement for tuition, up to specified limits for such activities, is available if funds are available and contingent upon satisfactory completion of the course(s). In addition, if funds are available, sabbatical leaves may be granted under the conditions specified in the various agreements.

In order to assure that this investment contributes to the strengthening of the college and to the enhancement of the education of our students, an employee participating in professional development activities which enhance that employee’s capability to fulfill his/her responsibilities or that leads to a higher academic credential is expected to serve the institution as a full-time employee for a minimum period of time that is proportional to the NMCC dollar investment in the individual’s professional development activities. This proportional ratio shall be based upon the stipulation in bargaining agreements related to sabbaticals, i.e. an employee who is granted a sabbatical agrees to serve the college in a full-time capacity for one year after the sabbatical ends.

To illustrate, if NMCC invests $7,500 in professional development reimbursement expenses in a given year for an individual earning $30,000 per year, by accepting the reimbursement the individual commits to a minimum of one half year of full-time service to the college. Because of the goal of strengthening the college, it is expected that each employee will ethically and morally commit to an extended period of service to the college.
 

As a guide, if NMCC reimburses an individual for the majority of the expenses associated with obtaining a higher level credential, a minimum of three years full-time service is reasonable. This is in view of the desirable return on the investment in the employee to continue to strengthen the college and to enhance service to our students, the major investment made in the individual employee, and the enhanced earning potential of the individual (based upon existing salary scheduled in bargaining agreements).
